The IBERO-AMERICAN COMMISSION ON HUMAN RIGHTS FOR THE DEVELOPMENT OF THE AMERICAS (CIDHPDA), in the voice of its commissioner for Latin America and the Caribbean, Víctor Hugo Gutiérrez Yáñez, pointed out that the services provided by the MEXICAN COMMISSION FOR ASSISTANCE TO REFUGEES (COMAR) are insufficient to address the migratory crisis of 2023. Last Sunday, December 24, a caravan formed by around 7,000 migrants leaving Tapachula headed towards the United States, which was called by its organizers as the “Exodus from poverty.” Given this situation, it is urgent to have the necessary conditions to ensure the integrity of these people during their journey.
The caravan is made up of migrants from Central and South America, as well as the Caribbean, Cuba and Haiti. They have been fleeing the precarious economic situation in their countries of origin as well as the violence that has taken away their peace of mind. For this reason, they have made the decision to undertake a long journey on foot with the aim of finding a job and better living conditions.
Gutiérrez Yáñez asserted that, according to testimonies from the migrants, there is still abuse of authority by members of the NATIONAL INSTITUTE OF MIGRATION (INM) headed by Francisco Garduño, who has clearly demonstrated inefficiency and lack of experience on such a delicate issue that he has not been able to resolve for more than 5 years.
The president commissioner of the CIDHPDA regrets that the Mexican president, Mr. Andrés Manuel López Obrador, has failed to fulfill his campaign promises where he offered work to thousands of migrants. He stressed that the Mexican Government must carry out new strategic processes that guarantee COMAR's service to migrants and adhere to the international protocols for caring for refugees of the United Nations Organization. Likewise, Gutiérrez Yáñez demanded that the current administration of the federal government that its institutions in charge of caring for migrants respect their Human Rights.
